Any ban (VAC or otherwise) that is for a CyberGamer support game, you will not be able to play on CyberGamer for the duration of the ban. This has been clarified by SuperNova.
It was brought to my attention last night that there is a clause in Cyber Gamer's Terms of Service that states no one can play in CG if they have a ban in any other game on any other platform.

CyberGamer has a strict zero tolerance policy on cheating, members who are caught cheating in any game on any platform are not permitted to compete on our system. As a competitive gaming site we work on a system of trust, once that trust is broken you lose your status as a trusted competitor. We take in evidence from any source as we are bound by no non disclosure agreements so people cheating for the fun of it in a public server will be dealt with no differently than those caught cheating in a match.
However, the Anti-Cheat policy has an extended detailed clause regarding cheating.
Quote from Anti-Cheat Policy:
Due to the recent changes in the way Valve and Steam now handle and present VAC bans, players may use a VAC banned Steam account to compete in CyberGamer matches so long as that account is not VAC banned for the game they wish to compete in. Please refer to Category 5.
This is again more detailed in Category 5.

A member who acquires two Valve Anti-Cheat bans within a 24 month period will receive a Category 5 ban. Please note that receiving a third VAC ban within 24 months of the second places you at risk of receiving further increased penalties.
Players may use a VAC banned Steam account to compete in CyberGamer matches so long as that account is not VAC banned for the game they wish to compete in.
In summary, players who currently have a single VAC ban within 2 years and is not for a CyberGamer related game can compete in this ladder. By saying this, you should not be creating a second Steam account to attach to CG if your original account has a VAC ban. This will be seen as trying to multi-account and will be handed off to the higher ups to make a final decision.
