Well the insta lock on ults aren't even that strong outside of pubs in terms of just killing people. It takes insane positioning, timing, map control, communication and luck to pull off a High noon that takes out 4 people. Ults like that are mainly used to zone, create space, and gain map control.
In terms of team comp, there's no real argument against being able to change Heroes mid game IMO. It's the entire point of the game...dynamic team composition, working with counters and hero synergies etc. You are punished for switching heroes by losing ult charge.
Not sure why 'oh shit this comp isn't working quickly switch' is a problem, the alternative is playing in an environment like League/DOTA where characters can't be switched, the main difference being you have no control over what the enemy will pick. Heroes aren't just generally strong or generally bad, they are all* a burden in some situations, yet are perfect for others. It's not that there is MORE strategy with changing heroes, it is that there is almost no game without. It's like playing LoL 5v5 at Worlds where all players just play randomized, and just play on that Champion the entire game...it's pointless. There's enough of a skill ceiling that you can turn around soft counters through simply outplaying your opponents, you adapt based on the section of the map you are in and what you need to get done in by shifting your comp...you can't really play the game without it.
